The concepts of resilience and livelihood resilience are growing in prominence with water resource development that aims to measure and build resilience to specific disturbances and shocks. However, practical frameworks to measure livelihood resilience are needed, not just a theoretical framework. In this paper, we introduce the livelihood resilience measurement (LRM) framework, which draws on Hooke’s law; use the state vector method to calculate livelihood resilience scores; and test the effectiveness of the method by correlation analysis. We illustrate the framework by using it to measure livelihood resilience in Henan Province, China, and assess the strategies that build livelihood resilience. The advantages and limitations of the framework are explored and discussed by drawing on empirical examples. Besides illustrating how to apply the LRM framework in a practical case, we discuss how to communicate with stakeholders to identify and strengthen the factors that build resilience. In this study, land ownership, housing and property value, and emergency cost are the most significant of these factors. Thus, the LRM framework has the potential to help reservoir-affected families protect their livelihood capital and to help governments improve social welfare. It can thus serve as a tool for monitoring and improving the effectiveness of policies and practices aimed at building livelihood resilience.

Natural hazards not only cause direct losses of household income and assets but also affect the choice and outcome of livelihood strategies. Based on the questionnaire survey from 2007 on Mw 6.1 Ning'er earthquake-hit areas in Southwest China, we analyzed the relationship between livelihood assets (or capitals) and livelihood strategies of local rural households and identified the main factors influencing the choice of livelihood strategy. The results indicate that statistically significant differences exist in livelihood assets among livelihood strategies. The choice of livelihood strategies is affected significantly by the status of livelihood assets. High financial capitals enable households to engage in higher-returns or capital-intensive livelihood activities. Improving vocational education and skills training for rural residents, especially for the youth, is also important in developing new livelihood strategies beyond their traditional lifestyle. Higher social capitals provide households the opportunity to select a higher return and income livelihood strategy. Compared with urban households, rural households are more vulnerable to disasters and more prone to hard daily life after a disaster. This study investigates the economic, social, and environmental impacts of dust storms on pastoralists’ livelihoods in the Chaqakdo rangeland of West Iran. Data was collected through face‐to‐face interviews with 100 pastoralists in 2019. The research adopts a quantitative approach using Structural Equation Modeling (SEM). The results demonstrate a significant and positive relationship between pastoralists’ livelihoods and the three independent variables (environmental, economic, and social), with the strongest correlation observed in environmental factors. The path coefficients indicate positive effects on pastoralists’ livelihoods. Additionally, dust storms were found to have detrimental environmental effects, such as plant leaf pollution, reduced grazing, and decreased growth of grassland plants. Therefore, it is crucial to establish adaptive measures to mitigate the impacts of dust storms on pastoralists, considering their heavy reliance on the local pastures.
