Due to limited land resources, it is necessary to balance urban economic development and efficient land use. Clarifying the relationship between the two is crucial to improving both economic efficiency and land use efficiency. Considering the undesirable output of urban land use, this paper adopts a super efficiency SBM model to quantify the urban land use efficiency (ULUE) of the Beijing–Tianjin–Hebei (BTH) region from 1999 to 2019, and analyzes the relationship between ULUE and economic development level (EDL) by combining the Tapio model and the environmental Kuznets curve (EKC) model. The results show the following: (1) During the study period, the ULUE showed a fluctuating upward trend on the temporal scale, with the lowest and highest inflection points occurring in 2002 and 2018, respectively, and a distribution pattern of “high in the southeast and low in the northwest” on the spatial scale. (2) The decoupling relationship between ULUE and EDL showed repeated fluctuations between decoupling and coupling states on the temporal scale, but the overall showed a transition trend from decoupling state to coupling state. On the spatial scale, from north to south, there were a strong decoupling state (SDS), weak decoupling state (WDS), strong decoupling state (SDS), and weak decoupling state (WDS) in order, showing a regular interval repetition distribution pattern. (3) The relationship between ULUE and EDL showed an EKC “U-shaped” curve, that is, ULUE decreases first and then increases with the increases in EDL. The results of this study can provide a reference for the coordinated and sustainable development of the BTH region.

Assessment and Contributing Factors of the Spatial Misallocation of Construction Land: A Case Study of Shandong, China

Spatial misallocation is an essential reason for the low utilization efficiency of construction land. Optimizing the spatial pattern of construction land allocation can improve the efficiency of economic operations and resilience to food crisis and climate change challenges. This study constructs a quantitative measurement method for the spatial misallocation of construction land (SMCL), proposes a new government market society support (GMSS) analytical framework for the contributing factors with interlocked relationships, and conducts empirical research in Shandong, China, which is a typical area with a rapid development of construction land and significant regional disparity. It is concluded that the SMCL ensues through the interaction and coevolution of the GMSS system, which plays a key role in adjusting the construction land use sequence, structure, and efficiency under the regulation of the upper government. Effectively using the estimation method based on the equal marginal output principle, the SMCL in Shandong is established as a downward trend, with evident temporal and spatial differentiation characteristics and spatial morphological mode changes, although most sub-regions are significantly approaching the adaptation interval with fluctuation. Furthermore, the empirical results of the regression model indicate that there are different effects and intensities on the SMCL among the contributing factors under the GMSS framework, wherein the local government force has an aggravating and the greatest effect, the market forces have a dual and second-ranking effect, the social forces play a positive but still weak role, and the support system has a differentiated improvement effect. However, the impacts of various dimensional factors on the SMCL also have heterogeneity in the development stages and different regions. Generally, in the low-level development stage and underdeveloped areas, the effect of local government intervention is stronger, the market forces’ importance is lower, and the social forces and support systems remain insufficiently robust.

Green development is necessary for building a high-quality modern economic system. The contribution of the article mainly includes the following three parts: First is the study on the urban land green use efficiency (ULGUE) in 30 provinces of China from 2008 to 2018 by adopting the epsilon-based measure (EBM) model with undesirable outputs to yield a more accurate and reasonable assessment result. In addition, the spatial agglomeration characteristics were analysed according to the spatial autocorrelation analysis. Thirdly, the spatial Durbin model was applied to analyse the driving factors of the WRGUE, which considers the spatial effects. The findings are as follows: (1) The regional differences in ULGUE were very significant, with the number decreasing from the coastal region to inland. (2) ULGUE showed a significantly positive spatial autocorrelation, and the spatial homogeneity was more significant than the spatial heterogeneity for ULGUE. (3) Economic development level, technical progress level, and urban population density have a significant impact on ULGUE, while the higher the proportion of the secondary industry in GDP, the lower the level of ULGUE. The research results may be a useful reference point for policymakers.
