On the basis of experimental data earlier obtained by the author, an empirical description is proposed for the growth rates of both short cracks and macrocracks (long cracks) for the time-dependent fracture process with regard for the influence of various factors and local resistance of the material in broad ranges of their variation on the process of crack growth. Keywords: fatigue crack-growth rate, residual compression stresses on crack edges near the crack tip. In literature, one can find about 100 relations for the analytic and empirical evaluation of the growth rate of long through fatigue cracks in structural materials (see, e.g., [1,2]). However, their application does not provide a correct description of the kinetics of growth of long cracks (short cracks are not analyzed at all) for the entire range of the KDFF depending on time with regard for the influence of both a single factor and numerous factors X in broad ranges of their action [3,4] and the local resistance of the material [5][6][7][8].It is well known that, along the abscissa, the kinetic diagram of fatigue fracture is bounded below by the threshold SIF range ΔK th X
