Plug-in electric vehicles (PEVs) offer alternatives to traditional vehicles that rely on petroleum-based fuels. While PEV customers can enjoy significant reductions in fuel costs, they incur a larger capital cost than users of traditional vehicles because PEV technology is still maturing. Therefore, consumers adopting PEVs face a trade-off between fuel cost savings with environmental benefits and extra capital cost. It is thus crucial for policy makers and PEV manufacturers to understand people’s vehicle decision-making process while considering their socio-economic and travel pattern characteristics as well as the built-environment factors. This paper presents a connected, two-stage, dynamic model of PEV adoption and vehicle-transaction decision-making. Two connected nested logit (NL) models are estimated. The upper level is a two-level NL model to predict choice of vehicle type between four fuel types: gasoline, diesel, hybrid gasoline–electric, and PEV. The lower level is an NL model of vehicle-transaction choice which accommodates four transaction decisions of buy, trade, dispose, and do nothing, while accounting for the log-sum from the vehicle-type choice model, and is estimated using two waves of a panel data set. We find that households with higher levels of income and education are more likely to adopt a PEV. We also found that primarily decision makers take into account the accessibility to charging stations as a critical factor in choosing PEVs.

The Economic Case for Electric Vehicles in Public Sector Fleets: An Italian Case Study

The paper investigates whether it makes economic sense to use electric vehicles (EVs) in the public sector fleet. Thanks to the data collected in 2018 in 77 public sector entities in an Italian region, Friuli Venezia Giulia, we compare the total cost of ownership of a battery electric vehicle with that of a similar internal combustion engine one. We provide estimates for four scenarios (status quo, social cost internalization, price discounts and a combination of the last two) for three groups of public entities (local health authorities, municipalities and special purpose authorities) regarding passenger cars and mixed-use small light commercial vehicles. We find that, with the current price and cost structure, it makes economic sense to adopt EVs for a positive although relatively small percentage of the public sector fleet.

Framing Electric Mobility for Urban Sustainability in a Circular Economy Context: An Overview of the Literature

The development of electro-mobility is one of the centerpieces of European country attempts to reduce carbon emissions and increase the quality of life in cities. The goals of reducing emissions from the transport sector and phasing out fossil-fueled vehicles in (urban) transport by 2050 present unrivaled opportunities to foster electro-mobility. This paper provides a comprehensive review of the literature and provides a detailed analysis of the current development of electro-mobility in Europe, assessing social, economic, and environmental aspects under a circular economy (CE) context. It also examines the existing challenges and suggests ways of addressing them towards improving the environmental performance of electro-mobility and the urban quality of life. The paper argues that a narrow technology-only agenda in electro-mobility will be less successful without the imperative of the CE, including not just materials and resources but also energy, to unlock the medium-term co-benefits of de-carbonization of both the transport as well as the building and energy sectors. The paper critically reviews some of the anticipated future developments that may guide the growth of this rapidly growing field into a CE.
