Emergency logistics for disaster management under spatio-temporal demand correlation: The earthquakes case

Abstract: Emergency logistics is crucial to ameliorate the impact of large earthquakes on society. We present a modeling framework to assist decision makers in strategic and tactical planning for effective relief operations after an earthquake's occurrence. The objective is to perform these operations quickly while keeping its total expenses under a budget. The modeling framework locates/allocates resources in potentially affected zones, and transportation capacity is dynamically deployed in those zones. Demand uncertai… Show more

“…Overall, the literature has focused more on localized disruptions (A. Garrido et al, 2020;Butt, 2021) and technological innovation (Fathollahi-Fard et al, 2022;Klaus & Manthiou, 2020). There appears to be a gap in research on riskmanagement paradigms adept at navigating large-scale disruptions in post-pandemic contexts (Fathollahi-Fard et al, 2022;Gazzeh et al, 2022;Ivanov, 2022aIvanov, , 2022bSun & Zhang, 2022;Szuster & Lotko, 2022).…”

“…The COVID-19 pandemic, a monumental disruption, profoundly affected the global logistics sector. It notably strained supply chains and had a pronounced effect on significant manufacturing centers, especially China (Garrido et al, 2020;Ali et al, 2021).…”

“…Dynamic demand capacitated location problem for multiperiod, where facilities are allowed to be relocated in each period and are kept at a fixed location, had been considered by Torres-Soto and Üster (2010). Garrido and Aguirre (2017) proposed a mixed-integer model, which was a stochastic one, that reduced response time during the assistance of victims of the earthquake. Lu and Sun (2020) developed a multiobjective model that minimized penalty cost and the sum of allocation cost for allocating emergency resources in the rescue process of metro emergency, and they used a scenario-based analysis.…”

“…Therefore, dynamic configuration of emergency facilities and resources is needed to reduce relief cost and avoid runs on the medical system. We consider a capacitated multi-period, multi-echelon resource location–allocation problem, which is dynamic and responsive to the time-varying demands ( Garrido et al, 2015 , Garrido and Aguirre, 2020 ).…”
