The aim of this paper is to show how Niklas Luhmann's concept of self‐organization can be formalized using fuzzy logic. This approach is based on the shared assumptions of systems theory and fuzzy logic and focuses on natural language expression and the complexity of social processes. It involves modelling the operations of the system in relation to the fuzziness of the environment, that is, the transformation of environmental stimuli in gradual uncertainty to binary codes of communication. Based on these operations, it is possible to formalize their unified pattern, which shows the observation of past operations and the simultaneous observation of the environment. An example is given of the formalization of restaurant self‐organization in the Czech Republic during the Covid‐19 pandemic. The model illustrates and explains how the restaurant system reduces lockdown as an environment, in other words, how the system stabilizes its behaviour in a complex pandemic period.

This work offers an integrated methodological framework for decision support in planning the implementation of measures that address the barriers of university technology transfer. The planning problem consists of two parts: (1) identifying the high priority measures, and (2) optimally implementing these measures over a specified planning horizon subject to resource constraints. Treated as a multiple criteria sorting problem under uncertainty, the high priority measures are determined via fuzzy DEMATEL and ANP for evaluating the barriers, and the fuzzy FlowSort for classifying the priority of the various measures. Then, an extended multi-objective extension of the PROMETHEE V is offered to determine the degree of implementation of the high priority measures over multiple periods. Demonstrated in an actual case study with 29 identified measures under 24 previously known barriers, findings reveal six high priority measures, which include designing a sustained partnership, engaging in joint research ventures, establishing partnerships from international financial institutions, streamlining objectives to full support of the technology readiness levels, establishing a holistic system approach towards technology readiness levels, and establishing agreements to have access to the industry laboratory facilities. The implementation plan, represented as a set of Pareto optimal solutions, is obtained through the AUGMECON algorithm for the 𝜀-constrained multiobjective linear programming formulation of the extended PROMETHEE V. A layer of sensitivity analysis was performed to test the robustness of the results to changes in the parameters. Finally, policy insights are provided to key decision-makers for advancing UTT.

The COVID-19 pandemic showed major impacts, on societies worldwide, challenging healthcare systems, economies, and daily life of people. Geoepidemiology, an emerging field that combines geography and epidemiology, has played a vital role in understanding and combatting the spread of the virus. This interdisciplinary approach has provided insights into the spatial patterns, risk factors, and transmission dynamics of the COVID-19 pandemic at different scales, from local communities to global populations. Spatial patterns have revealed variations in incidence rates, with urban-rural divides and regional hotspots playing significant roles. Cross-border transmission has highlighted the importance of travel restrictions and coordinated public health responses. Risk factors such as age, underlying health conditions, socioeconomic factors, occupation, demographics, and behavior have influenced vulnerability and outcomes. Geoepidemiology has also provided insights into the transmissibility and spread of COVID-19, emphasizing the importance of asymptomatic and pre-symptomatic transmission, super-spreading events, and the impact of variants. Geoepidemiology should be vital in understanding and responding to evolving new viral challenges of this and future pandemics.
