Youth employment in Spain is characterised by temporary contracts, part-time jobs, and low wages, a long-standing situation that has been further accentuated since the 2008 crisis, placing young people, especially women, in a position of vulnerability at the onset of the COVID-19 pandemic. Through different data, this article argues that young women’s working conditions have deteriorated in comparison to those of previous generations and young men, in a period in which there have been two crises that have affected youth employment. Linking the results with the main youth employment policies allows us to observe why the precarisation of Spanish youth has not been stopped.

This article presents a critical assessment of the application of the Youth Guarantee programme, oriented toward young people under the age of 30, in Spain from 2013 to 2018. It analyses the effectiveness of programme enrolment and coverage of young people classified as "NEETs" (not in employment, education or training), the adaptation of the catalogue of proposed measures to young people's reality, and whether or not these measures have addressed different intersections, such as gender, social class and origin, as indispensable elements for integration into society that make it possible to shape young people's experiences. Finally, through the 2017 Continuous Sample of Working Lives, which provides a representative extract of anonymised individual data through the non-parametric bootstrap sampling technique, this article will analyse the level of youth employment precarity by gender, educational attainment, and province. Overall, the conclusion is that the Youth Guarantee has not succeeded in changing the precarious position of young people.

Youth unemployment is one of the greatest concerns to labour authorities. To try to reduce its intensity and to improve the labour market insertion rates of the youngest working-age population, most European Union (EU) countries have opted, among other measures, for job training. This is an action that seeks to combine work with training. Spain is one of the countries with the greatest problems of labour market integration for young people, in contrast to other countries such as Germany or France. The Spanish case is also characterised by the application of a set of actions that have not always had the desired success, despite being framed within the EU Youth Guarantee Programme. The results from this research indicate that improvements can be made in the application of training contracts in Spain, based on the approach used in other countries.
