Abstract

The prospect of living conditions for young people in foster care houses until legal adulthood is a situation resonating among services related to the specialized protection of social assistance in Brazil. One of the outcomes facing this uncertainty, provided for those with disabilities, is their referral to a public residential support service. The decision for this conduct is woven in a complex net of work and relations, whereby aspects of social vulnerability, institutionalization, and the right to social protection, in addition to diagnostic compositions and notions aligned by capacitism, intersect in labyrinthine ways. This complexity outlines the decision for the referrals as a matter to be questioned and mapped. Thus, the research uses the instrument ecomap to draw the flows between institutions of a tangible net. Those were produced during workshops, considering hypotheses, knowledge, and information of a technical team, referred to an institution of supported housing in São Paulo City. By locating the cascades through the ecomaps, it proceeded to map institutional paths that cross users and workers in the field of social protection, highlighting those that intertwine forms of living and work. The research dialogues with Brazilian public policies established by the rights of people with disabilities, especially ones concerning living rights, therefore combined with the ethics of care. The mapping conducted sustains that the referral is associated with two dangers. The first one lies in the obligation to move from one to another territory, untying the net and drawing non-stop routes for its users. The second one resides in the referral as an act adjacent to an expert evaluation, therefore in the prospect of dispute.
