Enclaving the City; New Models of Containing the Urban Populations: A Case Study of Cairo

Abstract: This article builds on theoretical foundations from enclave urbanism, authoritarian planning and neoliberal urbanisation to explore contemporary socio-spatial transformation(s) happening in Cairo, Egypt. Relying on a nationwide road development project, inner-city neighbourhoods in Cairo are turning into urban enclaves, whereby populations are being separated by a multiplicity of transport-related infrastructure projects. As these rapid planning processes are occurring, our article aims to explain why these de… Show more

“…We collected data from the photos, videos, posts, and comments published by each group on their Facebook platforms during the years 2018 and 2019. We focused on observing and analyzing the active groups' strategies and aims in the data.…”

“…Schuermans, 2016; Phelps et al ., 2020). For, building on an incisive analysis of the linkages between enclave urban development and political and spatial fragmentation in Cairo, Ashoub and Elkhateeb (2021) note that there is a dire need to grapple with enclaving beyond fixing our gaze on walls or material structures. As such, and as we show below, the case of ACL can be instructive in this regard thanks to its focus on the cascading effects on livelihoods beyond the immediate exclusive spaces of the City of Light.…”

“…I treat the vacant billboards moment as a glitch that orients our attention to the multiple temporalities inhabiting the outdoor advertisement that uses infrastructures and built environment. Finally, I focus on what many have noticed as a bridge, highways, and flyover mania that characterizes changing urban planning in Cairo especially post-2013 (Ashoub and Elkhateeb, 2021; Dessouki, 2020; Higazy, 2021). The time of the curfew was punctuated by the extension and inauguration of a series of these projects.…”
