Although the history of surveillance as a social practice is quite old, the use of surveillance as a power mechanism has been possible with modernity. The continuity of power in modern society depends on its ability to have knowledge. In this sense, with modernity, the need for different surveillance mechanisms has arisen. One of them is camera surveillance. It is possible to come across MOBESE which is the camera surveillance tool of today's Turkey, not only in city centers but on any street. However, there is not any legal regulation regarding the installation, use and recording of this system. For this reason, MOBESE monitoring and recordings which lack legal basis and interfere with human rights, especially the right of privacy, become a subject of discussion from time to time. This article evaluates MOBESE, which has become an indispensable tool for social life and legal practice as means of obtaining evidence, and monitoring and recording with MOBESE cameras in the context of surveillance society.
