The regulation of tourism in polar areas is increasingly of concern to scientists, policy makers, tourists, and tourist operators who wish to control negative impacts and promote positive ones. Given the growing emphasis on finding and using appropriate ways to control visitors to the polar regions, it is important to examine issues related to the effectiveness of individual measures of regulation and the broader strategies that are in effect in these places. This paper examines the effectiveness of visitor-regulation strategies by outlining a two-step approach to evaluation. The initial step should involve determining the nature and attributes of the measures that make up the strategy. Commonalities, differences, constraints, and complementarity in these measures must be assessed. Particular attributes outlined in the paper, such as scale of jurisdiction and degree of restrictiveness, can be examined to assess the compatibility and consistency of the measures, which have implications for overall strategy effectiveness. While it may be appropriate to evaluate individual measures further using a goal-achievement approach, the paper recommends evaluating strategies through a conceptual approach based on criteria related to the characteristics of an effective strategy. Four are described in the paper: comprehensiveness, enforceability, outcomes, and appropriateness.

RESUMEN:La globalización, así como el turismo internacional, son dos de los fenómenos económicos más analizados en los últimos años, tanto por su creciente importancia como por sus visibles efectos sobre la economía. La notable expansión del turismo tiene como origen, en gran parte, las mismas causas que explican la globalización económica, de ahí que, a menudo, se hable de «globalización turística». Uno de los argumentos más utilizados por los detractores de la globalización es su elevado impacto en términos ambientales. En este sentido, resulta obligado reflexionar sobre la existencia de un potencial conflicto entre el, cada vez mayor, desarrollo turístico y la conservación de los recursos naturales. Una cuestión ésta que adquiere especial importancia en el caso de la industria turística, dado que la calidad ambiental no es sólo un fin en si mismo sino una condición necesaria para su viabilidad económica. De esta forma, la reducción de los problemas de degradación y sobreutilización a los que se ven sometidos los recursos naturales en los destinos resulta imprescindible para garantizar la supervivencia de una industria cada vez más globalizada. La gestión y planificación de los recursos naturales se convierte, así, en un elemento estratégico de la política turística. Con todo, la influencia del turismo sobre el medio ambiente depende no sólo de la existencia de impactos ambientales sino también de los esfuerzos públicos y privados dedicados a minimizarlos.PALABRAS CLAVE: Globalización. After a relatively slow start in the 1950s and 1960s, shipborne tourism in Antarctica has become a regular activity, with about 89 000 visitors to date (through the 1997–1998 austral summer). Recognising the need for standardisation of operating procedures that would protect the vulnerable environment, tour operators initiated codes of conduct in the 1980s. In 1991 the existing seven tour operators formed the International Association of Antarctica Tour Operators (IAATO), the objective being to act as a single voice to advocate, promote and practice safe and environmentally responsible private‐sector travel in Antarctica. Since then, Antarctic Treaty Parties passed Recommendation XVIII‐1 in 1994, expanding the operator's guidelines into a comparable and formal version. Associated with that, a Protocol on Environmental Protection to the Antarctic Treaty has become effective, initiating formal application and permitting requirements that affect both tourism and scientific activities. The implications of the Protocol on the tourism industry are discussed and analysed. Copyright © 2000 John Wiley & Sons, Ltd.
