Estimating the Determinants and Extent of Morocco’s Education and Skill Mismatch Through the STEP Survey

Abstract: This study aimed to comprehend the patterns and scope of the education mismatch in the Moroccan labor market by collecting and analyzing an extensive database of the types of skills that fuel economic expansion and growth. A self-assessment approach was used to determine the extent of mismatch in Morocco by adopting the World Bank’s Skills Toward Employment and Productivity (STEP) survey, which applies mainly to low- and middle-income countries. “…Seen from the quantity, the number of skill mismatch and education mismatches is 1416 and 1910 respectively, and the number of education-skill mismatch is 1412, it could be assumed that skill mismatch would be strongly intrinsically linked to education mismatch. Meanwhile, education mismatch would not be characterized as skill mismatch to a certain extent, which might be directly related to education's urging for promoting skill (Draissi, Rong, 2023). In terms of overlaying education mismatch with skill mismatch, the percentage of occurrence of simultaneous education match and skill match is 27.05%, the percentage of occurrence of both education mismatch and skill mismatch is 28.54%, and the percentage of occurrence of at least one category of mismatch is 44.41%, which could be detected that the percentage of non-match of education and skill is as high as 72.95% and dominated by one particular category of mismatch.…”

“…This mismatch can occur due to changes in technology, shifts in industry demands, or educational systems that do not align with current labor market needs. For example, a person with advanced qualifications working in a low-skilled job due to lack of relevant opportunities illustrates skill mismatch underemployment (Draissi & Rong, 2023).…”

“…There are several factors that cause individual demotivation if we specifically talk about learning processes such as English learning. The studies showed several reasons for individuals' demotivation to learn a new language such as English (Draissi & Rong, 2023;Gorham & Millette, 1997;Vidak & Sindik, 2018). Disengagement is a sensitive stage of an individual thinking process in which a person slows disconnection or separation to be involved in different activities (Cocea & Weibelzahl, 2010;Lund Dean & Jolly, 2012).…”
