Universal primary and secondary education is a key target of the Sustainable Development Goals. While substantial gains have been made at the primary school level, progress towards universal secondary education has slowed, particularly in sub-Saharan Africa. In this study, we aimed to determine perceived barriers of secondary schooling in rural Burkina Faso, where secondary school completion is among the lowest globally (<10%). We conducted a two-stage qualitative study using semi-structured interviews (N = 49). In the first stage, we sampled enrolled students (n = 10), out-of-school adolescents (n = 9), parents of enrolled students (n = 5), parents of out-of-school adolescents (n = 5) and teachers (n = 10) from a random sample of five secondary schools. In a second stage, we interviewed key informants knowledgeable of the school context using snowball sampling (n = 10). Systematic analysis of the pooled sample was based on a reading of interview transcripts and coding of the narratives in NVivo12 using the diathesis-stress model. Recurring themes were classified using a priori developed categories of hypothesized barriers to secondary schooling. Major reported barriers included school-related expenses and the lack of school infrastructure and resources. Insufficient and heterogeneous French language skills (the official language of instruction in Burkina Faso) were seen as a major barrier to secondary schooling. Forced marriages, adolescent pregnancies, and the low perceived economic benefits of investing in secondary schooling were reported as key barriers among young women. Our results guide future interventions and policy aimed at achieving universal secondary education and gender equity in the region.

Repeated shocks to fragile economies call into question the feasibility of the achievement of the sustainable development goals. This study uses a gender‐dynamic computable general equilibrium model linked to a micro model to assess the impacts of the war in Ukraine and climate shocks on SDG1, SDG2, SDG5 and SDG8 for Burkina Faso's economy. The results reveal negative impacts on economic growth with an increase in food insecurity and household poverty. Urban households are the most affected by food insecurity, while unskilled men are most likely to lose their jobs in the short run. In the long run, however, women experience more job losses than men.

Drought Impacts on the Crop Sector and Adaptation Options in Burkina Faso: A Gender-Focused Computable General Equilibrium Analysis

The crop sector in Burkina Faso has been facing recurrent droughts since 1970. This study analyzes the impacts of droughts and adaptation options such as the use of irrigation capacity development methods, integrated soil management and drought-tolerant crop varieties on the crop sector. Indeed, we focus on the consequences of agricultural droughts on economic growth and employment and on the gender dimension of household poverty. Using a gendered dynamic computable general equilibrium model linked to a microsimulation model, we conduct simulations of various drought scenarios (mild, moderate and severe). We show that the mild, moderate and intense droughts experienced by Burkina Faso over the past ten years have negatively affected the country’s economic performance and considerably degraded the welfare of its households. The gross domestic product has fallen by 3.0% in the short term and 3.3% in the long term due to intense droughts. Moreover, the number of poor people is growing faster in male-headed households than in female-headed households. Given the large female population in both groups of households, women bear the brunt of droughts. These results also demonstrate how these negative impacts could worsen in the future with the recurrence of intense droughts due to the threat of global climate change. We find that Burkina Faso has room to reduce the negative impacts by adopting drought-tolerant crop varieties, integrated soil management approaches or expanding their irrigation capacity.
