European railway reforms and efficiency: Review of evidence in the literature

Abstract: Abstract:The objective of the European railway reforms which started in the 1990s was to enable the entry of competition to raise the efficiency of railway transport. This was undertaken because the level of services, particularly in former Eastern Bloc countries, was very low due to neglected investment, and so railway transport market share was in decline. The primary goal of this text is to determine based on available empirical studies whether the reforms affected the efficiency of the railway sector posit… Show more

“…As anticipated in the introduction, Italy represents until now 1 a unicum , being the only country with direct on-track competition in high-speed rail services (Fitzová, 2017; Perennes, 2017). Other cases of competition in Europe, such as the well-known cases of the Czech Republic and Slovakia (Tomeš & Jandová, 2018), Sweden (Fröidh & Nelldal, 2015; Vigren, 2017) and Austria (Tomeš & Jandová, 2018; Oszter & Ács, 2021) and more recently Germany (Guihéry, 2020), focus on intercity services or fast conventional services.…”

“…Attempts at reforming the railway system have had mixed outcomes, particularly in the UK as exemplified with its higher accident rates, more expensive services, and late trains. In the former Eastern Bloc countries (Fitzová, ), the effect of competition on efficiency remains unclear. The lack of adequate substitutes and citizen's attachment to public service are higher in health than in other public areas that were deregulated early on and with relative ease.…”

“…There is a large body of empirical studies on the efficiency of these rail restructurings. The findings of the studies do not always match, and they often come to opposite conclusions on the impact of the reforms on efficiency improvements (Abbott & Cohen, 2017;Fitzová, 2017). Also, there is no prominent restructuring and ownership model for achieving competition and efficiency objectives (OECD, 2005).…”
