Recent work on US policymaking argues that responsiveness to public opinion is distorted by money, in that the preferences of the rich matter much more than those of lower-income Americans. A second distortion—partisan biases in responsiveness—has been less well studied and is often ignored or downplayed in the literature on affluent influence. We are the first to evaluate, in tandem, these two potential distortions in representation. We do so using 49 Senate roll-call votes from 2001 to 2015. We find that affluent influence is overstated and itself contingent on partisanship—party trumps the purse when senators have to take sides. The poor get what they want more often from Democrats. The rich get what they want more often from Republicans, but only if Republican constituents side with the rich. Thus, partisanship induces, shapes, and constrains affluent influence.

Late Peter Mair argued that, in the contemporary multilevel institutional setting of global governance, parties are faced with a dilemma between Responsiveness and Responsibility (RR dilemma). However, Mair did not theorize variation in how different parties experience the RR dilemma (degrees of tension) and how they manage it (strategies). We develop his work in three ways: first, we advance variants of the RR dilemma, where the tension party leaders face differs, and elucidate how viable contenders for executive office are likely to behave in each of these scenarios, and why. Second, we highlight domestic institutional factors (electoral rules and leadership autonomy) that regulate the pressure for being responsive to public opinion and to partisans. Third, we place the RR dilemma in the context of multidimensional issue competition, which helps identify strategies for managing it. Finally, we provide an empirical illustration of our arguments using data on public opinion and partisans. We show that although responsibility can be combined with (some) voters' representation, tension is high when leaders are constrained and partisans oppose responsibility even if the public endorses it; this is also the case under disproportional electoral rules when the public opposes responsibility, even if party supporters endorse it.

In this paper we focus on the two populist parties, one radical left and one radical right, that have formed a coalition government after the January 2015 elections in Greece: SYRIZA and Independent Greeks (ANEL). Using data from the Greek Candidate Study 2015 and the Greek Voter Study 2015 we study the congruence between party voters and party elites for these two parties, also comparing them with mainstream, non-populist parties. Employing a slightly modified 'many to many' approach, we measure congruence on a variety of issues (economic policy, austerity, Euroscepticism, immigration, law and order) and ideological divides (left/right, populism/anti-populism) in order to assess the factors explaining the paradoxical resilience of Greek populism in power. The evidence generated can help us account for the trajectory of political antagonism in the Greek context throughout 2015 and in drawing some broader conclusions and challenges for future populism research.
