Today government employees face difficult challenges to serve the demands of society. This challenge encourages government employees to have innovative behavior. This study aims to analyze the influence of training and development on employee innovative behavior mediated by intrapreneurship competence and affective commitment. Data are collected using questionnaires involving 256 respondents from the Bandung Regency Civil Service Apparatus. Hypothesis testing use the Structural Equation Model (SEM) method with AMOS 22.0 software. The results show that there is a positive influence of training and development on intrapreneurship competence, affective commitment, and innovative behavior. The results also prove that intrapreneurship competence mediates the influence of training and development on employee innovative behavior. This research enriches the knowledge base, especially in the implementation of training and development programs to improve intrapreneurship competence, affective commitment, and innovative behavior in the public sector.
