Evaluating the Impacts of the EU-ETS on Prices, Investments and Profits of the Italian Electricity Market

Abstract: In this paper we investigate the economic impacts of the European Emission Trading Scheme (EU-ETS) on the Italian electricity market by a power generation expansion model. In particular, we assume that generators make their capacity expansion decisions in a Cournot or in a perfect competition manner. This model is used to measure the effects of the EU-ETS Directives on electricity prices and demand, investments and generators' profits both in an oligopolistic and in a perfectly competitive organization of the … Show more

“…Since 2004, the power exchange in the Italian Energy Market (IPEX) is fully operational under the lead of the Manager of the Italian Energy Markets (GME). Still preserving some degree of the former monopolistic nature in the form of oligopoly , Italy's electricity market is integrated with the other EU power markets . The IPEX has been deeply studied, including the formation of the price on the basis of the merit‐order effect, as well as the wholesale electricity prices integration process in the main European markets including the IPEX .…”

“…The forcing term connected to the electricity demand is more subtle. The formation of the peak PUN hourly price on the basis of the merit‐order effect suggests that its response to the electricity demand should be substantially faster than proportional. Moreover, the PV electricity fed into the grid (Fig.…”
