Evaluation of antiretroviral treatment programme monitoring in Eastern Cape, South Africa

Abstract: Recommendations to address the inaccuracy of ART programme data include improving knowledge translation during training of ART programme staff, ensuring the implementation of established data verification policies and procedures, rethinking the design of the programme to reduce the burden on health facilities and personnel, and standardizing information management procedures amongst the various governmental and non-governmental stakeholders. The challenges with reporting in the Eastern Cape may be shared by ot… Show more

“…Similar to other research conducted on electronic register systems in South Africa [14,15] demographic information was most complete and accurate as compared to laboratory results and visit history. Importantly, the audit results establish the necessary basis for examining data use, as health workers are unlikely to make use of electronic registers if they cannot trust that data are accurate [7,10]. We identified four broad levels of data use within the facilities studied: level one, where data were used solely for reporting purposes; level two, where data were used to observe facilities' patient populations; level three, where data were used for day to day facility management; and level four, where data were used to inform longer term planning and management processes ( Table 2).…”

“…Another gap identified in NIMART is the lack of training in data management, data elements definition, ART, HTS, TB and other registers. This results in over-or under-reporting [22]. Consequently, inter-professional education, practice, ethics and professionalism are not emphasised in the clinical years of training and need sensitisation including enhancement of mentorship and the use of innovative training strategies [23].…”

“…A data collector collects or supplies data for the PHIS. Of the 45 articles, 23 assessed the performance of data collectors 14,[29][30][31]33,35,[38][39][40]44,46,47,49,51,55,57,59,60,62,66,[68][69][70] (see Table 1). Details of facilitators and barriers for data collector are shown in Supplemental Appendix Table 2. A data collector is a stakeholder with whom the data user should build up and nurture a relationship.…”
