Evaluation of Nine Consensus Indices in Delphi Foresight Research and Their Dependency on Delphi Survey Characteristics: A Simulation Study and Debate on Delphi Design and Interpretation

Abstract: The extent of consensus (or the lack thereof) among experts in emerging fields of innovation can serve as antecedents of scientific, societal, investor and stakeholder synergy or conflict. Naturally, how we measure consensus is of great importance to science and technology strategic foresight. The Delphi methodology is a widely used anonymous survey technique to evaluate consensus among a panel of experts. Surprisingly, there is little guidance on how indices of consensus can be influenced by parameters of the… Show more

“…Delphi methodology is widely used for gathering and processing data from experts to achieve convergence of opinion on a specific real‐world issue, often in the absence of sufficient evidence to provide adequate guidance . The technique has been used to generate simple, robust, expert experience‐based consensus in a variety of disease settings to improve diagnosis .…”

“…The technique has been used to generate simple, robust, expert experience‐based consensus in a variety of disease settings to improve diagnosis . An analysis of the relationship between the characteristics of Delphi surveys and variability in the consensus obtained found there was a little associated variation in consensus indices if the number of questions was in the range 6–40 (the maximum number in our survey was 26 in round 1); similarly, variability was modest if the number of respondents was in the range 6–50 (22 respondents to our survey) . Although the Delphi technique is designed to minimise potential noise and data distortion often associated with conventional group interactions, it can have drawbacks.…”

“…We chose a heterogeneous group because the diversity of points of view is fundamental, which gives more interest and reflection on the participants (Powell;Birko et al, 2015).…”
