The abstract has been amended to a more generally applicable statement. The main body of the text has had the UK context to the REF and TEF added and made more generally applicable. This increased generalisability and explanation of UK specific structures have been continued through the document. Table 1 was removed, and the relevant parts were extracted and presented as a list. The literature review was integrated using practical examples. The PIG abbreviation is now established at our institution, so it will not change for us, but it doesn't mean that other institutions interested in adopting such a structure should use the same name. The take to home message was revised. The references were amended according to the requests.
