Comprehensive Sustainability Evaluation of High-Speed Railway (HSR) Construction Projects Based on Unascertained Measure and Analytic Hierarchy Process

This paper aims to evaluate the sustainability of high-speed railway (HSR) construction projects in a comprehensive manner. To this end, the author established an index system, involving 4 primary indices, 9 secondary indices, and 32 tertiary indices. The analytic hierarchy process (AHP) and the unascertained measure were introduced to calculate the weights of these indices. Then, the index system was applied to evaluate the sustainability of the China's Harbin-Dalian Passenger Dedicated Line (PDL). The results show that the Harbin-Dalian PDL project achieved good results in terms of process, economic benefit, impact, and sustainability, and will bring long-term benefits in the fields of tourism, economy, and transport capacity, as well as many other fields. In spite of its good overall sustainability, the project needs to further increase its economic benefits and reduce its negative environmental impact. For this purpose, it is necessary to adopt the management mode of "separation between network and transportation" and apply noise prevention measures like noise barriers, tunnels, and overhead viaducts. This research lays a solid basis for the sustainability evaluation of HSR construction projects, and simplifies the modelling process for designers of HSR.

Given that there has been ecological degradation for a long time in Shanxi Province, China. This research addresses this situation by analyzing the energy structure and environmental risk in the past and in the future. Consequently, this study uses two indicator systems, ecosystem interaction system and environmental risk representation, to illustrate the environmental risk in an energy intensive region of China. And we build a BP-SVM model applying a back-propagation (BP) neural network and support vector machine (SVM) arithmetic to predict the future ecology-economy-society system interactions in Shanxi Province. At last, we classify the risk rank by using environmental risk representation indicators. The main conclusions from this research are as follows: Firstly, two indicator systems have advantages in describing the ecological-economy-society interaction especially the human society's impact on the ecosystem over a single indicator system. Secondly, by the BP-SVM model, there is a relatively high ecological risk rank in next few years in Shanxi Province, although it fluctuates occasionally. Finally, this study not only offers recommendations for the government to develop policies to transform from a coal-energy based system to a clean, safe, and efficient modern energy system, but also points out the implications for government administrations in energy intensive areas of developing countries to guide the economic transformation. This paper proposes a risk evaluation model based on rough sets (RS) and the unascertained measure theory (UMT) for solving the accuracy problem of coal and gas outburst prediction with the aim to reduce economic losses and casualties in coal mining. The coal and gas outburst prediction problem is constrained by the selection of the prediction indexes, the coupling of a single index, and the weight of each index. The proposed RS-UMT model applies two modified techniques. The first one is a method for index weight determination that was improved by rough set theory. The second one is a method for coupling a single index that was modified by the unascertained measure theory. The RS-UMT model not only well solves the problem of coupling a single index of coal and gas outbursts, but also solves the problem that the weight is susceptible to subjective factors and prior knowledge. The RS-UMT model was used to judge the risk degree of outburst of 10 mining faces in the Pingdingshan No. 8 Mine and No. 10 Mine. The predictive results of the model were basically identical to the actual measured results. The performance of the RS-UMT model was also compared to existing methods. Based on the case study it can be concluded that the RS-UMT model is an accurate and very promising method for solving the coal and gas outburst prediction problem.
