As for all EU member states, EAFRD is an important part of the CAP implementation in Romania. By a comparative study, the present paper analyses some aspects of EAFRD projects, implemented in Romania during 2007-2013 and 2014-2020 programming periods. The analysis was focused on projects addressed to farming and food processing activities, using relevant AFIR reported data. Investments for agricultural holdings recorded better results during the second period, compared to the first one: a much lower cancelling rate and a higher total value of the projects. However, the increased average value showed a preference for larger farms. More financing opportunities and better consultancy services should be made available to medium farms. While also presenting a positive improvement, of a significantly decreased cancelling rate, investments for food processing activities also showed a much lower total value. This should be a cause for concern, as insufficient food processing facilities represents one of the main problems of the Romanian agri-food sector. Investments in mentioned sector must be promoted and made a priority in the upcoming 2021-2027 programming period.

Climate change, water shortages and desertification threaten the economic and environmental sustainability in the Mediterranean. Limited rainfall and higher temperatures put agricultural production, which relies on water availability, in jeopardy. Thereupon, Mediterranean countries pursue agri-food resilience and water preservation through efficient water policies. Hence, water-deprived areas ought to import rather than produce water-intensive products to maintain water inventories and sustainability consequently. As this study examines the water sustainability for a Mediterranean water-scarce region with a particular focus on agriculture, the virtual water trade balance explores this hypothesis. A regional input–output model is constructed, and then total water consumption and the virtual water flows for each economic sector are estimated to determine the virtual water trade balance of the economy. Results indicate that the study area has a trade deficit and struggles economically but is a net importer of virtual water and secures water sustainability. As this virtual water deficit relies heavily on agriculture and originates in vast total water consumption rather than a large trade deficit, a paradox occurs; water-intensive cultivations and animals that consume 91.75% of water resources end up appearing to be water-saving. Further research is needed to strike a balance between economic growth and environmental protection.

El presente trabajo tuvo como objetivo analizar la evolución del empleo en el estado de Tamaulipas (México), a través de una aproximación a la dinámica regional del empleo durante el periodo de 2004 a 2014. Se realizó un análisis shift-share, complementado con el calculo del coeficiente de localización (CL). Tanto el análisis shift-share como el CL son técnicas descriptivas, en estas el año o periodo abarcado influye irremediablemente en los resultados finales que podrían obtenerse. De ahí que se utilizaron tres marcos temporales de estudio, 2004 a 2009, 2009 a 2014, y 2004 a 2014, con el fin de minimizar las citadas restricciones. Los hallazgos más importantes indican un incremento del empleo a partir de la tendencia nacional, y no tanto derivado del efecto regional y de la industria del país. Cabe mencionar que el efecto no fue igual para todas las industrias. Uno de los principales aportes del presente estudio se basa en que este sirve como un antecedente en el diseño de políticas competitivas que faciliten y promuevan el desarrollo regional de la entidad tamaulipeca. Asimismo, una adecuada localización industrial favorece la generación de ventajas competitivas sostenibles.
