Evaluation of the Management Effectiveness of German National Parks—Experiences, Results, Lessons Learned and Future Prospects

Abstract: Since 2005 until today, experience has been gained in the preparation, implementation and impacts of the evaluation of the management effectiveness of German national parks. This process began with the development of a quality set containing fields of action, criteria, standards and a questionnaire to assess the state of national park management. This quality set was applied in the first voluntary full evaluation of German national parks, which took place from 2009 to 2012. An assessment of the full evaluation… Show more

“…The Bivariate Moran's I analysis revealed some useful information of linkages between effectiveness factors. In the same dimension, there is a negative correlation between function and efficiency, indicating that better resource background conditions tend to slow development efficiency and are more likely to occur in villages with stable development, which can also reflect a mismatch of resource factors and thus affect the village's long-term sustainability [47]. At the same time, communities with lower baseline circumstances have better development efficiency, showing the village's transformational development dynamics.…”

“…Negru Ciprian et al developed a grassroots management effectiveness assessment for Ecuador's national parks [22]. Heiland Stefan et al summarized the experiences of evaluating the management effectiveness of German national parks, emphasizing the importance of establishing quality systems [23]. The academic community has extensively discussed how to optimize the relationship between central and local governments in managing national parks and generally agrees that their functions differ.…”

“…Currently, the evaluation research on national parks often separates the eco-environmental and socioeconomic evaluations. The ecological aspects include the evaluation of ecosystem integrity and authenticity (Jiang et al, 2021;Zhao, 2021), ecological sensitivity (Yang et al, 2017;Meng et al, 2018), ecological health (Su, 2019), and ecosystem service value (Li et al, 2016;Zhang and Zhang, 2019), whereas the social aspects mainly include the evaluation of national park management efficiency (Rudnicki et al, 2005;Heiland et al, 2020), resident livelihood flexibility (Meng and Chen, 2019), and resident sustainable livelihoods (Shang and Cao, 2019;Yu et al, 2020). The evaluation research also includes an assessment of economic aspects such as suitability for research and study travel (Chen et al, 2020) and for recreational use (Xiao et al, 2019).…”
