Under the promotion of technology and people's requirements, the construction of smart city in the new era has become a new trend of urban development. Intelligent means are used to improve the urban environment, enhance the safety factor of the city, meet the needs of urban traffic and other aspects, and realize the efficient, green and sustainable development of the city. This paper mainly introduces the research on the basic platform of urban Internet of things from the perspective of low-carbon smart city construction. Firstly, this paper discusses the role of the basic platform of the Internet of things to promote the low-carbon smart city, introduces the basic theory of the Internet of things, and builds the basic platform of the Internet of things based on the perspective of low-carbon smart city. This paper takes the intelligent gateway of the Internet of things as the communication core to realize the upload of data and the execution of control instructions. This paper proposes a method of automatic gateway configuration information, which can send configuration information from cloud to gateway. Gateway completes automatic configuration, reduces the workload of technical personnel. The terminal equipment connects to the cloud through mqtt protocol and carries out data communication. In this paper, the function and performance of the platform are tested. The experimental results show that the communication success rate of the Internet of things basic platform built in this paper reaches 100% when the communication distance is less than 150 meters, and 90% when the communication distance is 300 meters. The communication protocol used in this paper only takes 1ms to process a single message. In this paper, the street lamp control experiment is carried out, and the joint debugging test is carried out on the basic platform of the Internet of things. The results show that the control efficiency of the three control modes is the lowest of 98%. Through the implementation of this platform, we can reasonably monitor and manage urban energy use, improve the safety of energy use process, and promote the construction of low-carbon smart city.

Time Series ARIMA Model for Prediction of Daily and Monthly Average Global Solar Radiation: The Case Study of Seoul, South Korea

Forecasting solar radiation has recently become the focus of numerous researchers due to the growing interest in green energy. This study aims to develop a seasonal auto-regressive integrated moving average (SARIMA) model to predict the daily and monthly solar radiation in Seoul, South Korea based on the hourly solar radiation data obtained from the Korean Meteorological Administration over 37 years (1981–2017). The goodness of fit of the model was tested against standardized residuals, the autocorrelation function, and the partial autocorrelation function for residuals. Then, model performance was compared with Monte Carlo simulations by using root mean square errors and coefficient of determination (R2) for evaluation. In addition, forecasting was conducted by using the best models with historical data on average monthly and daily solar radiation. The contributions of this study can be summarized as follows: (i) a time series SARIMA model is implemented to forecast the daily and monthly solar radiation of Seoul, South Korea in consideration of the accuracy, suitability, adequacy, and timeliness of the collected data; (ii) the reliability, accuracy, suitability, and performance of the model are investigated relative to those of established tests, standardized residual, autocorrelation function (ACF), and partial autocorrelation function (PACF), and the results are compared with those forecasted by the Monte Carlo method; and (iii) the trend of monthly solar radiation in Seoul for the coming years is analyzed and compared on the basis of the solar radiation data obtained from KMS over 37 years. The results indicate that (1,1,2) the ARIMA model can be used to represent daily solar radiation, while the seasonal ARIMA (4,1,1) of 12 lags for both auto-regressive and moving average parts can be used to represent monthly solar radiation. According to the findings, the expected average monthly solar radiation ranges from 176 to 377 Wh/m2.

Population growth in the urban environment generates higher consumption of limited resources. Following the results of our own sociological research, this paper aims to identify issues in the field of Smart City sustainable development and identify the specific limited resource that needs to be managed sustainably in the Smart City concept abroad and in Slovakia. The main findings in Slovakia confirm the occurrence of insufficient awareness, low state aid, limited funding. Within the sample of global Smart Cities involved in the survey, the issue of insufficient funding was identified in particular. Among the limited sources, both foreign and Slovak respondents consider water sources to be of critical importance. The ambition of the research is to improve the understanding of the management of the limited resources in the concept of future Smart Cities in Slovakia and to suggest solutions to the issues as recommendations presented in the Discussion of this paper.
