Santos [21] et al shows that the theory of collaborative innovation has experienced a development process from shallow to deep and from point to point, from the collaborative research that is limited to the innovation elements within the enterprise to the interfirm collaborative innovation system based on the industrial chain division and cooperation (industrial cluster innovation), and then to the breakthrough of conceptual boundary of "enterprise as the agents, the academic institutions, governments, and financial institutions are all auxiliary and paying equal attention to the heterogeneous role of various innovation agents, and, finally, forming a regional network innovation pattern centered on industry, study, and research. That is to say, collaborative innovation is developed from the innovation of industrial clusters, but, compared with the cluster innovation network, the collaborative innovation network has a clearer level of difference in terms of the types of knowledge information.…”
