Evolutionary Game Research on the Impact of Environmental Regulation on Overcapacity in Coal Industry

Abstract: Currently, the world is facing two significant challenges: low-carbon development and overcapacity. Government departments must reexamine their development strategy of energy industry. Implementing environmental regulatory policies and technological innovation can help alleviate coal industry’s overcapacity, while sustainable development requires joint actions of governments, enterprises, and the market. Based on the evolutionary game theory, this study constructs a tripartite evolutionary game model of local … Show more

“…In the study of government policies on low-carbon renovation of enterprises (Du et al, 2021;Caijiang et al, 2022;Chen et al, 2022;Huo et al, 2022;Shi et al, 2022), this study analyzes the impact of government environmental policies on low-carbon renovation of enterprises and puts forward relevant suggestions. Fan et al (2021) studied the problem of overcapacity in coal enterprises under government environmental supervision and concluded that environmental supervision helped low-carbon production in the coal industry. Wan et al (2021) and Hu and Wang (2022) believed that the government subsidy mechanism can promote low-carbon development.…”

“…This is mainly because the higher land cost causes limited industrial development space, which is difficult for enterprises to have enough financial support to realize high-quality green transformation and upgrading. Meanwhile, they also need to expand their production scale to increase profits and compensate for the high costs of investment, namely, overcapacity is an elemental contributor to increased carbon emissions ( 62 ). Third, in terms of transaction costs, heterogeneity between cities with different transaction costs is not obvious, the positive spatial overflow effect of IC is relatively significant in high-cost regions, this phenomenon may rely on the industry’s consideration of the convenience of the production chain and the fact of industrial transfer.…”

“…Different papers have researched different issues surrounding coal enterprises; there has been research on the resource integration of coal enterprises [42], overcapacity in the coal industry [43], and policy impacts on strategy choices [44]. Regarding the reward and punishment mechanism, some scholars believe that reasonable reward and punishment can stimulate the safe production behaviour of coal enterprises; however, others hold that excessive rewards and punishments may have unexpected consequences that are often difficult for small-and medium-sized coal mines to adapt to [45][46][47].…”
