Examining Challenges Impacting the Implementation of an Integrated Development Plan in Selected Townships of Nelson Mandela Metropolitan Municipality

Abstract

The South African Integrated Development Plans (IDPs) were established to strategically coordinate development efforts, allocate resources effectively, and improve service delivery across municipalities in the country. Nevertheless, despite adhering to legal obligations, municipalities face persistent challenges that impede the realisation of their strategic goals and the effective execution of their plans. This study explores the barriers obstructing the Nelson Mandela Metropolitan Municipality's (NMMM) efficient implementation of its IDPs, notwithstanding its compliance with legislation. Through qualitative methods, including document review and stakeholder interviews, the study identifies critical challenges such as limited community participation, insufficient budget allocation, human resource constraints, and strained intergovernmental relations. These challenges intersect and impact the municipality's capacity to deliver services effectively and achieve its strategic goals.
