The interaction of NPs with biological systems may reveal useful details about their pharmacodynamic, anticancer and antibacterial effects. Methods: Herein, the interaction of as-synthesized Co 3 O 4 NPs with HSA was explored by different kinds of fluorescence and CD spectroscopic methods, as well as molecular docking studies. Also, the anticancer effect of Co 3 O 4 NPs against leukemia K562 cells was investigated by MTT, LDH, caspase, real-time PCR, ROS, cell cycle, and apoptosis assays. Afterwards, the antibacterial effects of Co 3 O 4 NPs against three pathogenic bacteria were disclosed by antibacterial assays. Results: Different characterization methods such as TEM, DLS, zeta potential and XRD studies proved that fabricated Co 3 O 4 NPs by sol-gel method have a diameter of around 50 nm, hydrodynamic radius of 177 nm with a charge distribution of −33.04 mV and a welldefined crystalline phase. Intrinsic, extrinsic, and synchronous fluorescence as well as CD studies, respectively, showed that the HSA undergoes some fluorescence quenching, minor conformational changes, microenvironmental changes as well as no structural changes in the secondary structure, after interaction with Co 3 O 4 NPs. Molecular docking results also verified that the spherical clusters with a dimension of 1.5 nm exhibit the most binding energy with HSA molecules. Anticancer assays demonstrated that Co 3 O 4 NPs can selectively lead to the reduction of K562 cell viability through the cell membrane damage, activation of caspase-9,-8 and-3, elevation of Bax/Bcl-2 mRNA ratio, ROS production, cell cycle arrest, and apoptosis. Finally, antibacterial assays disclosed that Co 3 O 4 NPs can stimulate a promising antibacterial effect against pathogenic bacteria. Conclusion: In general, these observations can provide useful information for the early stages of nanomaterial applications in therapeutic platforms.

Project management planning and assessment are of great significance in project performance activities. Without a realistic and logical plan, it isn’t easy to handle project management efficiently. This paper presents a wide-ranging comprehensive review of papers on the application of Machine Learning in software project management. Besides, this paper presents an extensive literature analysis of (1) machine learning, (2) software project management, and (3) techniques from three main libraries, Web Science, Science Directs, and IEEE Explore. One-hundred and eleven papers are divided into four categories in these three repositories. The first category contains research and survey papers on software project management. The second category includes papers that are based on machine-learning methods and strategies utilized on projects; the third category encompasses studies on the phases and tests that are the parameters used in machine-learning management and the final classes of the results from the study, contribution of studies in the production, and the promotion of machine-learning project prediction. Our contribution also offers a more comprehensive perspective and a context that would be important for potential work in project risk management. In conclusion, we have shown that project risk assessment by machine learning is more successful in minimizing the loss of the project, thereby increasing the likelihood of the project success, providing an alternative way to efficiently reduce the project failure probabilities, and increasing the output ratio for growth, and it also facilitates analysis on software fault prediction based on accuracy.

Labelling of food products that contain new technologies has been adopted to inform consumers and address concerns over uncertainty of the technologies. Even though food labelling is significant, the implementation of mandatory labelling measures for nanofood within the domestic legislation is only possible if the measure is aligned with the World Trade Organisation (WTO) regulations. This paper examines whether mandatory labelling measure for nanofood would be permissible under the WTO agreements, i.e. the Technical Barriers to Trade Agreement and the Sanitary and Phytosanitary Agreement. The study adopts a doctrinal approach and content analysis by examining relevant legal provisions in the WTO agreements, cases decided by the WTO, and other documents on nanofood labelling. Findings suggest that the labelling measure amounts to unnecessary barriers to international trade. The mandatory labelling is not an international labelling standard and the practice is trade restrictive. Some recommendations presented at the end of this paper shall give invaluable insights into the implementation of mandatory labelling for nanofood if any country decides to introduce the measures in their food information system.
