Transport plays an important role in helping people to access activities and participate in life. The availability of transport networks, the modes available, new infrastructure proposals, and the type of urban development can all impact on and change activity participation, and hence contribute to social equity in the city. This article uses surveys in low and high income neighbourhoods in Manila, the Philippines, to assess the social equity implications of differential access to transport. The analysis demonstrates how the theoretical framework of the Capability Approach (Nussbaum, 2003;Sen, 1985Sen, , 1999Sen, , 2009) can be used to assess what individuals might be able to access (capabilities) versus their actual travel (functionings). The spatial patterns of travel and access to activities are assessed, demonstrating significant differences by gender, age, income and neighbourhood, in terms of travel mode and cost of travel; health, physical and mental integrity; senses, imagination and thoughts; reasoning and planning; social interaction; natural environment; sustainable modes; and information. This approach to assessing the transport dimensions of social equity offers much potential, based not only on access to resources or consumption of mobility, but also in the opportunities that people have in relation to their activity participation. The case study context is also informative, with Manila providing an example of an Asian city with high levels of private car usage, high levels of congestion, and large spatial and income differentials in travel and associated social equity.

Fewer studies have explored how accessibility appraisal of transport plans can be used to evaluate policy scenarios and their impacts for different social groups or examined whether the results of project appraisals are sensitive to the time threshold of choice. This paper analyzes how different scenarios of full and partial implementation of the TransBrasil BRT project in Rio de Janeiro (Brazil) will likely impact the number of jobs accessible to the population of different income levels. The analysis is conducted under various travel time thresholds of 30, 60, 90 and 120 minutes to test whether the results are sensitive to the boundary effect of the modifiable temporal unit problem (MTUP). Compared to a partial operation scenario, the full implementation of TransBrasil that extends this corridor into the city center would lead to higher accessibility gains due to network effects of connecting this BRT to other transport modes. Nonetheless, the size of the accessibility impacts of the proposed BRT as well as its distribution across income classes would significantly change depending on the time threshold chosen for the accessibility analysis. Considering cut-off times of 30 or 60 minutes, both scenarios of TransBrasil would lead to higher accessibility impacts in general and particularly for low-income groups, moving Rio towards a more equitable transportation system. However, under longer thresholds of 90 and 120 minutes, an evaluation of this project would find much smaller accessibility gains more evenly distributed by income levels. The paper highlights how time threshold choice in cumulative opportunity measures can have important but overlooked implications for policy evaluation and it calls for further research on the MTUP in future transport and mobility studies.

This paper revisits the debate on marriage migration by highlighting the role of governing power and individual response in the process of migration decision‐making and post‐settlement of Vietnamese marriage migrant activist women in South Korea. It contributes to current marriage migration debates by employing the lens of ‘governmobility’ and ‘spatial capability’. The research looks at how female migrant activists maneuver coercion, resistance, and activism, both governed by nation‐state politics, but also actively deciding their fate amidst pressures of the global marriage market. Based on in‐depth interviews with 21 Vietnamese marriage migrant women who have worked in mentoring, counselling and translating for other Vietnamese migrants, our findings demonstrate that marriage migrants are positioned in between two nation‐states whose perspectival focus is on relieving the tensions of their own domestic job and marital markets. At the same time, these women have broken free from the inertia of socio‐familial status quo and state intervention to become self‐governing agents of mobility in various stages of their migration and adaptation. Fueled on by their position as activists, the marriage migrants then expand their spatial capability to place‐making—shifting the notion of freedom from simply taking part in mobility to reshaping their locale.
