Exploring the relationship among local conflicts and territorial vulnerability: The case study of Lombardy Region

Abstract: a b s t r a c tDuring the last 10 years, opposition by local communities against the development of industrial facilities, energy technologies and transport infrastructures has steadily grown. Negative externalities on the environment, quality of life and health are the most frequent motivations of the opponents. Disputes are typically grounded in environmental, social and economic concerns about the local impacts of new development proposals. Within this context, this paper aims to explore the existence of a … Show more

“…In general, both clusters show that Ethiopian cities are constrained in terms of MSWM systems and that this constraint has varying implications on human health and aquatic life. As expected such variations are largely a function of the extent to which each city or town locality is vulnerable to SWM defining engineering, socio-economic, institutional and natural factors – an attribute that is concordant with vulnerability (Antwi et al 2017; Folke 2006; Mose 1998) and waste management literature (Oppio & Corsi 2017; Oppio et al 2015; Toro et al 2012). In terms of the socio-economic variables, cluster one type of cities are in general large and have a better economic development attributes, which have seen them generating large quantities of solid waste.…”

“…Oppio and Corsi (2017), for example, have performed a territorial vulnerability analysis of local conflicts associated with waste disposal siting in the Lombardy region of Italy. In this and other related efforts, a vulnerability index (VI) that is constant with the three main dimensions of sustainability (environmental, social and economic) was developed (Oppio & Corsi 2017; Oppio et al 2015; Toro et al 2012).…”

“…The priority areas are usually to identify vulnerable places, people and sectors, to raise awareness on where adaptation funds should be directed and to monitor adaptation policies (Luers et al 2003). These are recognised as necessary for enhancing the utility of vulnerability reduction strategies in development planning (Oppio et al 2015).…”

“…On one side the need of replacing top-down strategies with collaborative models, based on needs, expectations, and values shared by all the parties involved, is widely acknowledged as one of the driver of success [2][3][4]. On the other one, local oppositions often arise against both public and private works, thus causing interruptions and delays to development processes [5].…”
