Abstract:Other than serving as the introduction to this special issue, this paper looks at the question of how an underdeveloped or a developing economic entity can manage to acquire the knowledge and ability to overcome various barriers, be they social, cultural, or institutional, to establish its desired momentum of self-sustained growth.
