“…We contributed to the conceptual understanding of representation by revealing that a mere presence of representative participatory organs and having individuals participating in the activities of these organs should be taken as a means rather than an end within itself. The findings challenge the assumption that the existence of decentralized community-and facility-level decisionmaking arrangements such as HFGCs would automatically improve youth representation and subsequently the accessibility of SRH services (Frumence et al 2014;Kilewo and Frumence (2015); URT 2001). Thus, creating unfavourable decisions that infringe on the people"s rights and even more detrimental to the goal of the decentralization which underlines the importance of empowering the communities at the lower level by engaging everyone in the decision-making process (Babirye, 2009).…”

“…There are a lot of information and insights on the notion of empowerment and participation. The policy of empowerment and participation of local community of 2014 on oil and gas sector interprets 'empowerment and participation' as the benefit obtained from the oil and gas activities through participation and promotion of the local community (Tanzanians), and their businesses through employment, technology, goods, services, investment and promotion of professional research in the industry (Kilewo & Frumence, 2015;URT, 2014).…”
