Failing to plan – planning to fail

Abstract: Purpose The purpose of this paper is to know how do early-phase planning of real estate (RE) and facilities management (FM) create value for owners and users of commercial and public sector buildings. Design/methodology/approach The data were collected in Norway in 2015 through a national online survey (N = 837). The sample gives a good picture of Norwegian owners’ and even users on tactical-level (customer) perspectives on RE and FM. “…Furthermore, Uršič (2005) concludes that migration activity is also significantly influenced by housing status and the number of persons in the household (Uršič, 2005). The lower degree of agreement regarding maintenance in urban centres can be explained by the higher education level of elderly people, who are more educated and thus financially stronger, and live in more suitable (smaller) dwellings (multi-apartment buildings) (Boge, Temeljotov Salaj, Bjørberg, & Larssen, 2018). Houses are often too large, difficult to access and expensive to maintain, inadequate, in difficult-to-access locations, and with municipal costs rising year on year, etc.…”

“…Social impact of infrastructures depends on its life cycle (design, construction, operation and disposal) (Sierra et al, 2017). Boge et al (2018) found that the most important factors during early-phase planning that influence buildings' perceived usability and lifetime value creation are measures promoting environment and life-cycle costs (LCC), FM, adaptability and image. Design of buildings and Quality of life of social infrastructure during early phase of planning is therefore important.…”

“…The respondents' answers made it possible for students to reduce the data to five methodological phases. These five phases have been used to develop several hypothetical project proposals to elucidate the research question about how early phase planning creates value for owners and users of commercial and public sector buildings (Boge et al, 2018). The project proposals have been presented in front of city mayor.…”
