Abstract: When it comes to the federal urban renewal program, Texas has often been dismissed as a conservative state since large cities like Dallas and Houston refused to participate. But a closer look at Texas shows that smaller cities such as Lubbock, Waco, and Grand Prairie did indeed embrace the program.
