FiFoSiM - An Integrated Tax Benefit Microsimulation and CGE Model for Germany

Abstract: This paper describes FiFoSiM, the integrated tax benefit microsimulation and computable general equilibrium (CGE) model of the Center of Public Economics at the University of Cologne. FiFoSiM consists of three main parts. The first part is a static tax benefit microsimulation module. The second part adds a behavioural component to the model: an econometrically estimated labour supply model. The third module is a CGE model which allows the user of FiFoSiM to assess the global economic effects of policy measures… Show more

“…The result of this simulation is the benchmark for different reform scenarios which are also modeled by using the modified database and applying the different tax benefit rules using the technique of microsimulation. A detailed description of the FiFoSiM simulation model can be found in Peichl and Schaefer (2008).…”

“…In this paper, we focus on questions of poverty and richness. We have analyzed the effects of these tax reforms on equity and efficiency elsewhere (seeFuest et al, 2008).22 A more detailed description of the (modeling of) German tax rules can be found inPeichl and Schaefer (2008).Review of Income and Wealth, Series 56, Number 3, September 2010 © 2010 The Authors Review of Income and Wealth © International Association for Research in Income and Wealth 2010…”

“…The issue continues a tradition of interest of the journal towards the combination of micro and macro models, with a first special issue on the topic, edited by Maurizio Bussolo and John Cockburn, published by the journal back in spring 2010. A review article, also focused on developing countries, was published a year earlier (Davies, 2009), while Peichl and Schaefer (2009) describe a combined tax-benefit, CGE model for Germany. Colombo (2010) presents a methodological overview of the main approaches to combined CGE-microsimulation modelling, exemplified on fictitious data.…”

“…Income tax-benefit MSMs are provided, e.g., by Ericson and Flood (2012), or Peichl and Schaefer (2009), and there exists the tax-benefit model EUROMOD. Surveys can be found, e.g., in Wagenhals (2004), or Zwick and Merz (2007).…”
