Rural areas, due to their importance for the economy and society, have always been a subject of efforts to understand and model the growth drivers in these areas as well as to improve the standard of living (SoL) of rural populations. One of the most important factors shaping the functioning of rural areas is the presence of small towns and the number of functions they provide for surrounding areas. The significance of this factor is especially high in peripheral regions, such as the Warmińsko-Mazurskie Voivodship in Poland. Therefore, the aim of this paper was to analyze how the number and structure of functions performed by small towns in the Warmińsko-Mazurskie region affected the standard of living of rural residents in the years 2008–2020. The first part of the analysis was concerned with calculating the number and structure of functions performed by small towns in the region, using methods developed in the framework of urban economic base theory. The TOPSIS method was then used to quantify living standards in rural areas. Finally, the results of the two analyses were compared against each other. The results of the studies show that the standard of living in rural areas usually improved with an increase in the number of functions performed by the small towns. Additionally, the structure of these functions influenced the living conditions of the rural population. However, considering the relative rigidness of the urban network within the regional socio-economic system, it leads to the conclusion that existing disparities in the standard of living will be difficult to reduce in the near future.

The purpose of this paper is to present the multidimensional dependencies between the budgetary solvency and debt of Polish rural communes on one side, and the residents’ standards of living on the other. Local government units’ budgetary solvency and debt (one of the key components of their financial condition) are important determinants of their efficient functioning oriented at addressing the needs of local communities as much as possible. The literature on the subject reveals a cognitive gap in the research into the standards of living and ways of driving social well-being, which is manifested in the dearth of empirical studies on how the components of local governments’ financial standing impact residents’ standards of living. Due to the multifaceted nature of the categories under consideration, a canonical analysis procedure was carried out to identify the linkages between them, and three statistically significant canonical roots were identified. This study demonstrates that if the values of variables relating to budgetary solvency and the debt levels of Polish rural municipalities (communes) are known, they have the potential to explain over 29% of the variance in the set related to the residents’ living standards. Hence, the components of local governments’ financial conditions are important, yet not the sole determinants of the population’s standards of living. The findings from such analyses could be used indirectly, e.g., by local authorities in the context of creating their development strategies and selecting measures designed to transform the socioeconomic structure of territorial units in accordance with what their residents need.

Determinants of the expenditure side of environmental federalism – panel data research on countries in Europe

The purpose of the article is to examine the influence of financial, socio-economic, and environmental degradation factors on the expenditure scope of environmental federalism. The panel data models were estimated based on 26 European countries for the period between 2007 and 2020. The research hypothesis of the article posits that the sound fiscal position of the local government and the financial sustainability stemming from it deepens the expenditure side of environmental federalism, especially when considering the population and its structure, the size of the economy, population, and the pollution generated by it. The article reveals that local government avoidance of both deficits and excessive indebtedness ends up promoting a higher scope of expenditure side of environmental federalism. In addition, in European countries, the significance of expenditures on environmental protection visible in local budgets is increased for smaller economies that are less environmentally degraded.
