Although the roles of women have evolved with the urbanizing world, conventional house designs have failed to accommodate the spatial needs of the contemporary woman. The majority of houses in Pakistani cities are owned, designed, and constructed by the male head of the family. After surveying forty houses in Lahore, it was revealed that there are issues of hygiene and privacy for women, who are usually ignored in the process of building homes. This is the case despite the fact that they are the primary users, who spend most of their time at home, either as housewives and/or as entrepreneurs running a business from home. Presently, there are numerous NGOs in Pakistan working towards women entrepreneurship but there is a disconnect between entrepreneurship, Islamic traditional values and empowerment. This paper will try to build an assembly for women empowerment through the outcomes of entrepreneurship and their involvement in household decisions based on Islamic traditional values.

Traditional approaches have repeatedly failed in the past to gain successful sustainable development even after allocating huge development funds. Projects cannot be solved without taking into account women's concerns and realities. This should not come as a surprise since women constitute half of society and ignoring this reality cannot solve any human problem. Governments and the international community have consensus that women play a key role in all successful development processes. This paper builds on the premise that sustainable development and women's empowerment can be realized through microfinance. In order to be effective, sustainable development must go hand in hand with women-focused microfinance policies. The recommendations are based on the Islamic finance system and the experiences of low-income women with housing microfinance practices in Pakistan.

After the deadly floods and earthquakes, more than two third Pakistanis were in urgent need of assistance. Malnutrition and homelessness are continuing threats to the victims of these disasters. The scope of destruction is so wide that instead of huge international donations and governmental efforts for relief and reconstruction, the situation is not healing effectively and the gap is enlarging day by day between supply and demand of houses. In early 2010, after these tragedies, Central Bank statistics revealed that now there is a total shortage of 8.8 million houses and 700,000 houses/year must be provided to cope with the increasing demand. Especially for low-income households, there is a dearth of financial resources to build/renovate damaged and destroyed houses; this is worsened by the fact that non-sustainable methods and materials that are used continue to be vulnerable in future disasters. There is an urgent need for policy change in Pakistan towards innovative housing strategies including financial and technical assistance programs.
