Three dimensions of local government employment patterns are explored: per capita payroll costs, average monthly wage per employee, and the number of public employees per capita. The methodology of this note follows the "determinants" analyses of public expenditure levels. The relationships between revenue sources and local government employment practices assume different forms in different time periods.
