Marine protected areas (MPAs) are a primary strategy for marine conservation worldwide, having as a common goal the protection of essential habitats to enhance fish population recovery. However, MPAs alone may not be effective because species are not isolated from critical impacts occurring outside their boundaries. We evaluated how protecting critical nursery habitats affect the population of an important fishing target, using a 6-year database to predict juvenile hotspots and estimate population trends of the endemic and endangered parrotfish Scarus trispinosus within a mosaic of MPAs at the Abrolhos Bank, NE Brazil. We found that important nursery habitats are within no-take areas, but both juvenile and adult populations still show a declining trend over time. MPAs failed to ensure population maintenance and recovery likely due to overfishing in adjacent areas and the lack of compliance to management rules within multiple-use and within no-take MPAs. MPAs alone are not enough to protect ecologically important endangered species, but is still one of the only conservation strategies, particularly in developing countries. Our results shed light on the need for a wider adoption of more effective conservation policies in addition to MPAs, both in Brazil and in countries with similar governance contexts.

1. The Phu Quoc marine protected area (MPA) is a multiple-use MPA that was established in 2007 and is a component of Vietnam's National MPA System. The MPA is divided into two spatially separated zones based on habitat type: a seagrass zone and a coral reef zone.2. In this study, visual census data were collected in 2018-2019 and were used to derive fish biomass and community diversity metrics as proxies for ecosystem condition and function (trophic and mobility). The effectiveness of the MPA in protecting fish communities in the seagrass and coral reef zones was evaluated.An updated characterization of the Phu Quoc fish communities, and an assessment of fish community variation among regions and between habitat types, is provided.3. In total, 125 species representing 74 genera of 40 families were recorded.Omnivores were the most abundant (38%), followed by planktivores (24%), whereas piscivores (2%) were scarce. There was an especially low density of high-value fishery target species such as Haemulidae (<0.01%), Carangidae (<0.2%), Lethrinidae (<0.3%), Lutjanidae (<0.4%), Serranidae (<2%), and Chaetodontidae (<3%). Alarmingly, fishes with a total length of >20 cm only accounted for 1% of the total individuals. Species and functional composition were similar between protected and unprotected areas but differed among regions and between habitats.4. These results suggest that the protection of fishes provided by Phu Quoc MPA at the time of this study was ineffective. The taxonomic composition of fish communities has remained relatively unchanged over the last approximately 25 years, with the density of large fishes and commercial species remaining low.There is capacity to improve MPA performance by providing adequate resources for threat management and using evidence-based decision-making in management. The 2020 rezoning and expansion of the Phu Quoc MPA is discussed with regards to prioritizing biodiversity and coverage targets.

Early and accurate diagnosis is key to mitigating the impact of infectious diseases, along with efficient surveillance. This however is particularly challenging in aquatic environments due to hidden biodiversity and physical constraints. Traditional diagnostics, such as visual diagnosis and histopathology, are still widely used, but increasingly technological advances such as portable next generation sequencing (NGS) and artificial intelligence (AI) are being tested for early diagnosis. The most straightforward methodologies, based on visual diagnosis, rely on specialist knowledge and experience but provide a foundation for surveillance. Future computational remote sensing methods, such as AI image diagnosis and drone surveillance, will ultimately reduce labour costs whilst not compromising on sensitivity, but they require capital and infrastructural investment. Molecular techniques have advanced rapidly in the last 30 years, from standard PCR through loop-mediated isothermal amplification (LAMP) to NGS approaches, providing a range of technologies that support the currently popular eDNA diagnosis. There is now vast potential for transformative change driven by developments in human diagnostics. Here we compare current surveillance and diagnostic technologies with those that could be used or developed for use in the aquatic environment, against three gold standard ideals of high sensitivity, specificity, rapid diagnosis, and cost-effectiveness.
