Due to the uncertainty and unmanageability of flood risk, the government should strengthen comprehensive disaster management and build a disaster management framework from five aspects: prevention, defense, mitigation, response, and recovery, to reduce, avoid, regulate, and resist flood risk (Morrison et al, 2019;Guerriero et al, 2021).
