“…However, the current nurse-to-patient ratio (5.8 nurses/1,000 inhabitants) in Portugal, which is below the average in Organisation for Economic Co-operation and Development (OECD) countries in 2014, is a major barrier to this change as it is expected to continue decreasing, particularly in the National Health Service (Observatório Português dos Sistemas de Saúde (OPSS), 2015).
