Food Aid Modality Selection Problem

Abstract: Aid agencies implement food aid programs to alleviate chronic hunger. These agencies can choose direct, in‐kind distribution of food commodities, or they can provide cash or vouchers. To determine which aid modality to use for distributing aid, organizations currently use decision trees or other guidelines. In this study, we present a novel mathematical formulation to determine the optimal approach for allocating modalities and quantities of aid to beneficiaries, while also considering the beneficiaries’ needs… Show more

“…MBI does that by supporting or developing local markets, which can be achieved by either in‐kind aid through local procurement or through CVA. In general, humanitarian aid has recently shifted from in‐kind aid systems to MBI, which mainly focuses on infusing cash into in‐need communities (Heaslip et al., 2018; Sahinyazan et al., 2021). Notably, CVA has been used in governmental responses to the COVID‐19 pandemic (Jerving, 2020).…”

“…Macroeconomic metrics such as inflation and unemployment rates may also—directly or indirectly—impact on the modality of and the mechanism for CVA delivery (Sahinyazan, Rancourt, and Verter, 2021 ). Price rises of basic commodities increases vulnerability and reduces the purchasing power of beneficiaries.…”

“…Such conditions help to determine the degree of success of CVA programmes, which is why the delivery mechanism should suit the setting, not the other way around. Several technology‐based tools and algorithms were also reported in the literature that may support the decision‐making process, such as supply chain modelling (Sodhi and Tang, 2014 ), algorithms to compare voucher and cash packages (Khoury, 2019 ; Sahinyazan, Rancourt, and Verter, 2021 ), and mathematical modelling to evaluate the impacts of the response (Puri et al, 2017 ).…”

“…Localization: For almost a decade now donors are pushing for localization-that is investing locally in order to reduce dependency on external humanitarian aid. There are many examples of activities that can strengthen local infrastructure or markets and suppliers like cash and voucher programs (Heaslip et al 2018, Sahinyazan et al 2021, innovative models like retail-in-a-box 12 or training local staff and partners. These activities support the resilience of the countries to future disasters, by improving their preparedness.…”
