Foresight and governance: a problem‐oriented methodology (GOVSIGHT)

Abstract

A problem-oriented methodology for technology foresight is proposed in this paper stemming from the Portuguese project 'Engenharia e Tecnologia 2000' and oriented to support governmental policy making. This methodology includes several models from operational research to classify knowledge and to assess its impact on societal development, contributing to a better relationship between science and society, and to implement a new paradigm of development based on knowledge society.
