Fostering land use sustainability through construction land reduction in China: an analysis of key success factors using fuzzy-AHP and DEMATEL

Abstract: Construction land reduction (CLR) is an important instrument for achieving environmental sustainability by reducing intensive land use, controlling the unrestrained extension of construction land and ensuring a balance between construction and arable lands in China. Existing studies on key factors of CLR projects are rare , lacking comprehensive and systematic understanding. Key factors for ensuring the success of CLR projects have not been identified in previous studies. Based on a literature review and quest… Show more

“…The contradiction between the growth of construction land demand and the protection of agricultural land is prominent. The land-use conflict between cities and villages may also become more and more intense with the growing demand for construction land [48][49][50][51][52][53][54]. On the one hand, China is the most populous country in the world, facing serious food-security problems.…”

“…The AHP method has been widely recognized for its ability to simplify and quantify complex decision-making scenarios, as evidenced in numerous studies across different fields [ [61] , [62] , [63] ]. Similarly, the fuzzy DEMATEL method has been undertaken for its ability to handle ambiguity and complexity in data, making it a popular choice in multidimensional analyses [ 64 , 65 ]. Fig.…”

“…This process requires the government to improve land use efficiency and control land use scale by adjusting the supply and demand status of urban industrial and residential land [63]. Reductions in the scale of newly-increased construction land will equalize the quantity and quality of cultivated land, which will ensure the sustainable development of agricultural production space and agro-ecological space [64], thus enabling the scale and supply of construction land to be compatible with the level of urban socioeconomic development. Compared with typical urban agglomerations in China, such as the Beijing-Tianjin-Hebei region, Yangtze River Delta, and Pearl River Delta, the Beibu Gulf urban agglomeration has typical coastal characteristics but is mainly composed of small towns with relatively low levels of urbanization and modernization; thus, its agricultural resources and ecological foundation are relatively superior.…”
