Fostering participation in digital contact tracing

Abstract: Digital contact tracing is a promising digital public health intervention to manage epidemics. However, in order to reach its full potential, the technology has to be widely adopted and used. During the SARS-CoV-2 pandemic, this has not necessarily been the case. We review the literature with a focus on how participation in digital contact tracing could be fostered and provide policy recommendations on how to increase its adoption and usage as well as recommendations for further research.

“…From the efficiency point of view, it makes sense to trace index cases with high number of contacts first. However, in the LLMIC setting, perhaps, it is not easy to determine the number of contacts as there may be low adoption rate of smartphones, limited access to WiFi, or lack of tools such as digital contact tracing app [25][26][27]. Other factors such as relative housing density and occupation type could be correlated with number of contacts and affect people's preferences.…”

“…Convenience plays an important role in facilitating the mass adoption of contact tracing apps by addressing concerns over app specifications like battery consumption, update procedure, and background running (Trang et al, 2020). The design of HCAs further boost convenience by plugging into the mature and widely used mini program ecosystems of Alipay and WeChat so that users would have high technical familiarities with the apps (Rehse and Tremöhlen, 2021).…”

“…A structured, consistent, and evidence-based communication strategy could help achieve the above goals. This considers, as Rehse and Tremöhlenb illustrate ( 70 ), reliable communicators, communication channels, information content, the timing of communication, etc. For the developers and supporters of the apps, open communication with the public requires the key actors to explicate the limited purposes, benefits, and temporary nature of the apps, including but not limited to an explanation of the necessity and proportionality of using digital contact tracing and an explanation of the relevant entities' restrictions and responsibilities such as data minimization, security, and retention ( 71 , 72 ).…”
