Frame Decoupling for Organizational Change

Abstract: Using qualitative research in one organization that undertook green building, we examine the processes that occur to foster support for a new initiative among people with diverse values and perceptions. We found that framing was particularly important, but framing contests occurred due to variation in how individuals cognitively connected different frames together. To overcome these contests, the organization used an interactive process we define as “frame decoupling” through which the frames were identified, … Show more

“…I compared the similarities and differences of individual maps to integrate them into collective maps; this method is used in other studies (e.g., Hockerts, 2015; Meyer et al, 2016). Thus, as an upfront finding, I developed two pairs of cognitive maps of poverty that differ in content and structure.…”

“…A particularly important point for our study is that activity frames, as well as their associated norms, can locally be more or less dominant or established, but that their status in relation to other activity frames in the framing repertoire is also the subject of continuous negotiation (Kaplan, 2008; Meyer et al, 2016; Snow et al, 1986). Because activity frames have normative implications, participants are not disinterested in how their joint activities are framed.…”

“…Importantly, studies have shown not only that distinct frames can be created but also that conflict can occur when these different frames meet. Meyer, Cross, and Byrne (2016) studied the "framing contests" that occurred between actors in a school district organization that undertook a "green building" initiative to build an environmentally responsible and resource-efficient building. These contests were resolved by decoupling the frames, for example by separating environmental concerns from other concerns, and extending the central frame to one of "high performance building," which did not privilege one set of stakeholder concerns over others.…”
