Freight Modal Policies Toward a Sustainable Society

Abstract: Freight transport policy analysts attempt to shift truck freight movements to rail so as to diminish transportation externalities including environmental costs and safety issues. Therefore, policy-makers need to be aware of the consequences of their decisions beforehand. This study is mainly focused on two policies targeting fuel price and access to rail transportation. A nation-wide freight mode choice model was developed for Iran, and shippers' tendency to choose rail or truck freight transportation was anal… Show more

“…Focusing on the resiliency of the transit system, this finding highlights that transit users living in areas with a low density of pedestrian-oriented facilities (e.g., suburban areas) might be more reliant on the transit mode because of the lack of accessibility to other transport options (e.g., active modes, other transit lines) ( 51 ). Such results support the importance of accessibility in the transportation network ( 5257 ).…”

“…The model structure has an underlying random utility or latent regression component, in which the probabilities of ordinal outcomes in the ordered probit model is driven by considering a continuous latent utility (i.e., measure), ( Greene and Hensher, 2010 , Samimi & Rahimi, 2020 , Washington et al, 2010 , Greene, 2003 ). This measurement variable is typically specified as a linear function for each observation ( Greene, 2003 , Washington et al, 2010 ), as in Eq.…”

“…Such policy-making is intended, among other things, to aim at promoting rail transport by ensuring equal conditions of competition in terms of setting prices in transport, fair conditions of access to the rail market, the development of railway infrastructure determining accessibility to this mode of transport, and improving multimodal integration [17]. This is also confirmed in the literature on the subject, which supports this position, emphasizing the need to transfer loads from road to rail transport and pointing to the reduction in greenhouse gas emissions (GHG) emissions as one of the most important benefits [18].…”
