Standardization, based on scientific and technological development, provides solutions for optimal level of order in a wide range of industrial, societal and environmental fields. Analogically to the process of open innovation, the development of standards brings together the knowledge and experience of different stakeholders, resulting in solutions that are relevant and accessible to the general public. Similarly, the concept of responsible innovation requires a variety of stakeholders to be involved in innovation development to ensure that their present and future needs are met. Although the link between standardization and innovation is a widely explored issue, the interaction of standardization with the increasingly relevant concepts—open innovation and responsible innovation—remains a research gap, therefore the aim of the study is to identify the common characteristics of standardization and open and responsible innovation, as well as to analyze the interaction between these concepts. The research is based on a literature review on the concepts of standardization, standards development and open, responsible innovation, as well as a field analysis on the ongoing activities in standardization in relation to innovation. The similarities and interaction between standards development and the creation of open, responsible innovation is analyzed and as a result a model that combines the characteristics of standardization, open and responsible innovation and their interrelation is provided. The findings of the study demonstrate that both the standardization process itself and its outcomes can be compared to the processes of open and responsible innovation and can also be characterized as a contributor for creating the environment for the achievement of sustainable development and fostering open and responsible innovation.

Objetivo: El propósito de este estudio se centró en caracterizar las fortalezas y debilidades de los jóvenes emprendedores desde la visión de las ciudades inteligentes con el fin de identificar los elementos más significativos en su comportamiento. Método: Se desarrolló un estudio descriptivo-comparativo en el que se analizaron 19 dimensiones de personalidad. Se trabajó sobre una población de 500 empresarios de la ciudad de Barranquilla, Colombia, tomando como muestra un grupo de jóvenes empresarios menores de 26 años. Resultados: Se identificaron hallazgos relevantes para su uso en el diseño de propuestas gubernamentales o fortalecimiento de programas educativos; encontrando que las dimensiones de autoconfianza, escucha activa y perseverancia fueron las competencias de personalidad mejor percibidas entre los jóvenes de ambos géneros; y, asimismo, destacándose la competitividad, constancia y curiosidad, dentro del grupo de competencias laborales. De igual forma, en las dimensiones de perseverancia y originalidad, las mujeres obtuvieron mejores calificaciones; mientras que, en el ingenio, los hombres mostraron mejores resultados. Conclusiones: Los hallazgos encontrados permiten dar cuenta que los jóvenes de la ciudad de Barranquilla poseen un alto nivel de potencialidad para su crecimiento en el ámbito emprendedor.

While innovation is generally accepted as one of the drivers of economic growth, most innovation metrics are qualitative and have a relatively lesser impact on policymaking than their quantitative counterparts. With this challenge, this paper presents another quantitative metric: the Fluidity of Innovation applied in the Philippines from 2001 to 2021. The study analyses data from public government reports and reputable private entities using the contextualized Reynolds Number from fluid mechanics. The findings reveal a significant transformation in the Philippines' innovation, moving from a laminar (smooth and predictable) to a turbulent (rapid and complex) phase; this indicates the country has a growing capacity to cater to rapid development in technology such as Artificial Intelligence and Quantum Computers. Since the Philippines is leaning towards a turbulent flow of innovation, some technology will be felt as Radical Innovation instead of Disruptive Innovation across the industries that allow the labor force to experience empowerment rather than a complete layoff. This research contributes to the broader understanding of innovation's role in the Philippine economy and fiscal policies, particularly those for innovation and technology.
