From Path Dependency to Path Creation

Abstract: The main assumption of evolutionary economics is that techno-economic change is path dependent, suggesting some kind of gradual development. Referring to Finland, one can demonstrate, however, that countries can undergo fundamental transformation processes within a relatively short period of time. Naturally this has major implications for research on techno-economic change, because the concept of path dependency in which the dominant feedback loops are selfreinforcing cannot be applied to the Finnish case. “…In these studies, the institutional inertia, or "stickiness", that arises from legacy effects is usually seen as a bad thing to be overcome, although it is allowed that legacy can have positive effects in that it provides something for new efforts to learn from and build on (Schienstock 2007). …”

“…However, the existing research on the market timing of RIPs and the identification of their influencing factors under this timing context has paid more attention to policy system, organizational management and external investment [7][8][9][10][11], among others, at the institutional economic level rather than on the technological factors, such as technological returns and initial proportion of technology. In addition, by being limited to certain static methods (e.g., case analysis, Bayesian decision-making method, Malmquist productivity index, data envelope analysis (DEA), etc.…”
