From the exclusion of the people in neoliberalism to publicity without a public

Abstract: This paper argues that the neoliberal political order relies on a particular concept of publicity-the concept of openness or transparency without a public (a populus or demos), the main content of which is the unconditional maxim "There Is No Alternative" (TINA for short). Its central claim is that the neoliberal conception of publicity without a public, connected as it is to secrecy and unconditional adherence to TINA, precludes the possibility of the "people" as an ultimate intentional sovereign legislator. … Show more

“…It is here that Regina Queiroz' notion of "publicity without a public" comes into play (Queiroz, 2017) and the maxim "make people believe that other than neoliberal policies are being pursued" is illustrated quite literally. When further consulting sources external to the film, preventing disasters in fact just involves measuring water levels in sewers.…”

“…Heeding calls to broaden the scope of smart city discourse analyses to include visual representations (Joss et al, 2019, p. 25), this article has analysed and discussed concrete audio-visual smart city narratives from an actually existing (aspiring) smart city as an illustration of the maxim of "pursuing neoliberal goals by letting people think (wrongly) that other legitimate goals are being pursued" (Queiroz, 2017).…”

“…This model cannot accommodate the idea of a public person, the people, to whom individuals belong; indeed, the role of ultimate intentional lawmaker is taken from the people and given to the spontaneous order, the Great or Open Society. Understood in analogy with the economic market, and equating to abstract rules applied to "an unknown number of future instances" (Hayek, 1976: 35), this spontaneous order constitutes the sovereign lawmaker (Queiroz, 2017).…”

“…The literature has already demonstrated the incompatibility between neoliberalism and the notion of the people as a political category and reality (Brown, 2015;Dean, 2008). The impact of neoliberalism's exclusion of the people and its reliance on the concept of publicity without a public has also been demonstrated (Queiroz, 2017). Related to this, the literature has addressed how neoliberalism fosters the development of a docile and disciplined citizenry (Foucault, 2008).…”
